yes, that's possible considering that Unicode 1.1 has it's entire Korean
Hangul Jamo charset moved to a new larger code range in Unicode 2.0, thus
making Unicode 2.0 and Unicode 1.1 incompatatible at least for Korean
characters.

I'm not sure whether Unicode consortium will do it again for another
script. Adding characters should be fine but changing the code position
maybe difficult.
